For assistance with the QCS program, the Contractor should first contact their local Corps of Engineers representative. The local Corps of Engineers Area, Resident, or Project Office is the first-line contact and is responsible for the success of the RMS and QCS interface.

Richard Alvarez, RMS HelpDesk Coordinator, RMS Center, coordinates on-line support and issues and fields questions from Contractors and Government users.

Haskell Barker, RMS Project Manager, assigned to the Los Angeles District, Corps of Engineers, is responsible for the overall development of the RMS and QCS programs.

Eric Holland, RMS Development Manager, RMS Center. Through a professional staff of software developers and programmers, is responsible for software development and technical support of the RMS and QCS programs.

Fred Freeman, RMS Training Director, RMS Center, is responsible to document the program by providing Users' Guides and other training material as needed. Coordinates onsite training as requested by use of  experienced Government Facilitators. The local Corps of Engineers' office is responsible for the costs of such training.
